Palmdale Man Arrested on Federal Child Exploitation Charges

LOS ANGELES—A Palmdale man has been arrested on a federal criminal complaint charging him with coercing and enticing minor girls to create and send him sexually explicit material.

Kenneth Mellor, 20, of Palmdale, California, was arrested yesterday without incident in Conemaugh, Pennsylvania by agents from the FBI Philadelphia Field Office, along with assistance from the Johnstown Police Department, Pennsylvania Attorney General’s Office, Cambria County District Attorney’s Office, Conemaugh Police Department, and Cambria County Sheriff’s Office. Mellor will have his initial appearance in Pennsylvania today.

The investigation began in October 2025 after a concerned citizen reported that Mellor was allegedly extorting a minor for illicit images and had claimed to be in a relationship with a 12yearold girl. Following this report, the FBI executed federal search warrants at Mellor’s residence and seized multiple digital devices.

The complaint alleges that a forensic review of the devices uncovered extensive evidence of Mellor communicating with numerous suspected minor victims. Investigators have so far identified approximately 12 confirmed minor victims, with more than 10 additional victims yet to be identified.

Investigators also learned that Mellor used threats, intimidation, and emotional manipulation to coerce minors into complying with his demands. In at least one instance, Mellor’s conduct contributed to a minor attempting self-harm.

The complaint further alleges that Mellor frequently attempted to befriend and groom girls between the ages of 9 and 17 on a variety of online platforms by misrepresenting his age. He used multiple online aliases to contact minors through social media apps and gaming platforms including Roblox, Discord, Snapchat, Instagram, TikTok, WePlay, and others.

The FBI is seeking the public’s assistance in identifying additional potential victims. Anyone who believes they may have information related to this case is asked to contact the FBI at 1-800-CALL-FBI or submit tips anonymously at tips.fbi.gov.

Parents and caregivers are urged to remind children to be careful when posting images online, and stress that images on the Internet exist forever. This goes for social media and gaming platforms, and other forms of wireless communication. Tell them that anything they do via webcam or mobile device cameras can be recorded by a perpetrator without their knowledge. Additional resources can be found at fbi.gov.

A complaint contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty beyond a reasonable doubt in court.

If convicted, Mellor faces a mandatory minimum sentence of 15 years in federal prison and a statutory maximum sentence of 30 years in federal prison.

The FBI is investigating this matter.
